Administrative Capacity

The Regional Fund possesses autonomous Management Capacity of type B for projects & actions without technical content (procurement, services, etc.), which allows it to be a potential beneficiary of co-financed projects of the 2007-2013 Programming Period.

Additionally, the Fund also has Management Capacity of type B in collaboration with the Planning and Development Directorate of the North Aegean Region (as the treasury service of DISA).

These two Administrative Capacity documents are valid for the duration of the current transitional period, until the implementation of the Greek Standard for Project Administration & Management, by ELOT. The adaptation procedures to the requirements of this new standard have already begun.

The Fund's Administrative Capacity meets all the requirements, namely:

  • Adequacy of the applicable regulatory framework & Compatibility with the European Regulatory Framework.
  • Appropriate organizational structure (necessary services and bodies as well as corresponding procedures).
  • Documentation of management procedures (Manual).
  • Adequacy of logistical infrastructure.

Requirement 1: The Fund applies a regulatory framework compatible with Community Law in the procedures for awarding projects, their implementation, management, and monitoring.

Requirement 2: It has the services and competent bodies responsible for:

  • Project - action programming.
  • Design and maturation.
  • Conducting Tenders of physical object.
  • Monitoring and certification of physical object.
  • Financial Management of Projects.
  • Definition of responsibilities and distinction of duties.

Requirement 3: It has a procedures manual and uses standardized forms, prerequisites that are covered by the ISO 9001 2000 certification that our service has since 04-08-2008.

The manuals describe in detail and clearly the procedures for complying with the applicable legislation, the procedures for programming (design - maturation - implementation) of the projects, as well as the financial management procedures.

The Fund has internal control procedures and mechanisms for the overall management.
