The project EFFECT comes to satisfy the need that the countries of South- eastern Europe have to innovate and to activate the incorporation of criteria of energy efficiency in the supplies of their public sector, so as to correspond in the requirements of European System of Public Supplies and to contribute in
the concretization of objectives of European Energy Strategy.
The Public Supplies correspond roughly in 16% the European GNP and they constitute an important tool for the public institutions, in order that these locate
effective policies of energy output, that promote the production and consumption of energy efficient products and services.
Aim of the project EFFECT is to activate the adoption of European Policies on issues regarding Renewable Sources of Energy in the region of South-eastern
Europe and to contribute in the upgrade of local authorities and institutions that operate on issues of energy, so that they can leverage Energy Efficient Supplies for the Public Sector, since this action can constitute mechanism of improvement of competitiveness of sector and contribute in the promotion the
balanced and sustainable growth in the participating countries, that are found confronted with important increase in the total demand of energy. The drawing
of concretization of the project is summarized in:
- basic objective is to balance the demand with the offer of energy efficient products and services ensuring the direct entanglement of public and private institutions that are activated in the sector
- the partners – that materialize the project - are to analyze the existing institutional and legislative frame and the national and regional regulations of Public Supplies, as well as the criteria that are applied in each country so much by the side of state as well as by the side of private sector, so that it proposes the incorporation of criteria of energy efficiency in the supplies of public sector.
- Objective of the project is the improvement of the quality of the system through educational activities and local teams of communication, evaluating the qualifications, the faculties and the knowledge of those involved in Energy Efficient Systems of Public Supplies, so much from the side of demand (that is to say the public sector), as well as (the private sector).
