The structures of cross-border collaboration of European Programs and Initiatives (PHARE CBC, MEDA, and INTERREG) constitute a familiar frame for most partners inside their territory. However, the awareness of needs and restrictions in each side of exterior borders in most cases is limited, specifically between potential candidate partners of projects. Thus the probability of collaboration in a lot of cases remains unexploited.
This insufficiency projects the disparities in the administrative processes of relative programs, which constitutes as a further obstacle in the efficient planning and the concretization of common actions and projects. However this situation changes or it is expected to change in the future, with the import of the new Cross-border Operational Programs afterwards 2007.
Aim of project EXINT is to prepare its partners for the change of the frame of the cross-border collaboration (enlargement of EU, Cross-border Programs, and N.N.I.) and to facilitate the transport of experience from the accumulated know-how of Community Initiative INTERREG.
The individual objectives of the project are :
- the collection and distribution of collaboration in the former external European borders,
- the availability of acquired knowledge in the partners,
- the preparation for the Programmatic Period 2004-2006 and afterwards 2006 Programmatic Periods and the effective aid through the circle of completion (e.g. Planning, Management of Programs, growth of common proposals, concretization, evaluation).
